Scientific data that shows that undetectable HIV viral load equates with being non-infectious; therefore, identifying linking, and retaining HIV-infected individuals in medical care is critical to ending the HIV epidemic in North Carolina. The proposed rule amendment modernizes North Carolina’s current HIV control measures to reflect this current science and highlights the importance of persons living with AIDS to be engaged in care.
